EUFED attends the European Tourism Day

Under the motto "Industrial heritage: differentiating the European tourism offer", the 2011 edition of the European Tourism Day took place in Brussels on 27th September, on the occasion of World Tourism Day.

Around 250 participants examined how the preservation and promotion of European industrial heritage can contribute to the diversification of tourism in Europe. "Trans-national thematic niche products, such as youth mobility programmes or educational programmes to discover the rich industrial heritage of Europe can be key strategies for the tourism sector, especially in times of economic crisis", commented Constanze Adolf, EUFEDs Operating Director.

"I am impressed by the innovative programmes presented today. However tourism development strategies can only be alternatives to avoid job-losses and economic depression in abandoned areas, if they ensure social and environmental sustainability" Constanze Adolf added. This shows the importance of continuous capacity building and strong commitment of the main actors in the tourism field. "I am sure that youth hostels with their innovative quality management and own ambitious Sustainability Charter are best placed in this context".

A presentation of the European Destinations of Excellence (EDEN) awarded in 2011 in the category "Tourism and Regeneration of Physical Sites" has taken place and awarded destinations have been presented alongside the conference with an exhibition.

YHA (England and Wales) - Staff exchange with Germany

This October sees the start of staff exchange programme with DJH (YHA's German sister organisation) in Hamburg. This will be an exciting partnership providing opportunities for both organisations to share their experiences and for employees to learn about life and work in a different country. YHA believes the programme will provide the foundations for a long-lasting and rewarding relationship between both associaions.

In August YHA met with their colleagues in DJH to agree steps and plan for the evaluation of the programme before extending it further. The meeting was very positive with a willingness to make the exchange programme a success for all involved.

On 3rd October five employees from DJH arrived in the UK; four of whom are hostel managers from Geesthacht, Hoernum, Luebeck and Hamburgand and one from the marketing office in Hamburgand. They will be living and working in YHA hostels in Ambleside, National Forest, Grinton Lodge and Oxford and at the Matlock office.

The programme provides DJH employees the opportunity to experience all activities within the hostel, and in the case of marketing, being given the up to date position of YHA brand and marketing campaigns. Sharing of best practice, ideas, culture, customer service and much more will be the theme. It also provides an opportunity to build lasting friendships.

Youth mobility is important for Europe

EUFED welcomes a resolution passed by a large majority of the Members of the European Parliament on 27 September during the Strasbourg plenary session. MEPs are calling for a new political framework for European tourism based on high quality standards and sound financial support by the European Union to promote Europe as the world's top tourism destination.

“Youth Hostels, operating on a charity basis play an important role for intercultural exchange across and beyond European borders. Therefore, we especially welcome the Parliaments efforts to advocate for a reduced VAT rate applicable to tourism products” said Constanze Adolf, EUFEDs Operating Director.

By 2012, the Parliament asks the Commission to present an integrated strategy that raises awareness of culture, history and nature whilst offering new services in the fields of sport which is an important driver for youth mobility.

According to Carlo Fidanza, Member of the European Parliament and rapporteur of the resolution, tourism accounts for 10% of GDP and 12% of total employment in the EU. Improved mutual recognition by Member States of professional qualifications could facilitate the mobility of workers and help tackle problems stemming from the seasonal nature of work in this sector and reduce the scourge of undeclared work.

According to a recent Eurobarometer survey, the European public is more concerned about climate change than about the economic situation. This is why EUFED welcomes the attention that the Parliament's resolution pays to the impact of tourism on the environment. MEPs call for better planning, particularly in coastal areas, and encourage the use of environmentally friendly transport.

“However, this is by far not enough. The Hostelling International Sustainability Charter is an excellent example that we must have a strong tourism strategy based on sustainability criteria in all its aspects“, said EUFEDs Operating Director. “We hope that the European Commission will soon come up with an integrated strategy to encourage tourism by 2012 that raises awareness of culture, history and nature while offering new services in the fields of sport and youth mobility.“ “We see the resolution as a good sign that the European Parliament starts to understand the huge potential of European tourism in which youth hostels have their role to play“.

Full text of the report

Special Eurobarometer 372 "Climate Change"

Youth Hostels to become beacon organisations for CSR

EU Lifelong Learning project "Train to Change" on sustainable development was approved by the European Commission

EUFED was involved in drafting an application for a European project called "Train to Change" to help Youth Hostel Associations to implement a sustainability management strategy based on "Social Responsibility" (CSR). Hrvatski ferijalni i hostelski savez (the Croatian Youth Hostel Association) is a partner of the project. "Train to Change" starts in October 2011 and is managed by KATE - Center for Ecology & Development - which has a long standing experience in CSR and tourism.

Corporate Social Responsibility or "CSR" describes the contribution Youth Hostels can make by going beyond legal provisions and by integrating social and environmental responsibility into the daily management, which is at the same time economically sustainable. "Given the growing awareness of both, guests and business partners, as well as the publication of the ISO 26000 Social Responsibility Standard, European Youth Hostels can become beacon associations – ahead from competitors - by implementing CSR", Constanze Adolf, EUFED's Operating Director, stated. "Therefore, I am particularly pleased about the participation of the Croatian Youth Hostel Association. I hope that the project will be a big multiplier to inspire other Youth Hostel Associations. Congratulations to all involved!"

This EU-funded project aims at implementing Corporate Social Responsibility standards by developing a strategy for Youth Hostels. A comprehensive training with particular focus on practicability and feasibility will enable staff of European Youth Hostels to become a "CSR-Manager" within their association. In addition, the project will also prepare "CSR-trainers" as multipliers to train other employees. The skills learned in this process will be documented by a training certificate for CSR managers.

More information on CSR and tourism: http://www.kate-stuttgart.org/zmskate/content/e830/e2740/e4397/e5447/e5556/CSR-Leitfaden_ENG_ger.pdf

European Commission proposes to make 2013 the "European Year of Citizens"

Union citizenship and the rights that go with it are one of the key pillars of the European Union. As we mark the 20th anniversary of the establishment of Union citizenship under the Maastricht Treaty, on 1 November 1993, the European Commission has today proposed to designate 2013 as the "European Year of Citizens".

20 years after the creation of Union citizenship, tangible progress has been made that directly affects the lives of millions. To take just one example: nowadays travelling abroad entails cheaper travel costs, hassle-free border crossings, package holiday guarantees, access to healthcare systems and cheaper calls when you phone home. These are just some of the benefits derived from EU citizenship. The Commission's goal is to make sure that we remove the remaining hurdles people face when exercising their rights abroad.

“Free movement is the most cherished right in the European Union. It is synonymous with Union citizenship. Businesses and citizens are reaping huge rewards as the EU steadily breaks down internal barriers to the free movement of goods, services and people. I want to build on our achievements so that all EU citizens feel comfortable when travelling, shopping, studying or settling in another EU Member State", said Vice-President Viviane Reding, EU-Commissioner responsible for Justice and Citizenship. ”If Europeans do not know their rights, they cannot effectively exercise them. Today 48% of Europeans feel that they are not well informed about their rights. The European Year of Citizens will help us change this. It will be a good opportunity to remind people what the European Union can do for every one of us."

Scotland's greenest 'daycation'

A Youth Hostel Restaurant at Scotlands most remote mainland railway station is proving to be one of the countrys most desirable new ‘daycations this summer.

Corrour Station House Restaurant and Rooms, one of the newest additions to the SYHA Hostelling Scotland network, is enjoying increased popularity among day trippers under new management and with its own unique menu.

Situated in the breathtaking surroundings of Corrour Estate, hungry walkers can choose from the Youth Hostels own Scottish eco-fish dish – mackerel in oatmeal – and a selection of hearty meals.

Sweet toothed Scots also love the Fruit Crumble, which changes daily to make use of fresh, in season fruits. And the selection of real ales is a hit with thirsty travellers returning from a day out in the hills, which offer a range of walks for all levels of ability.

Managers Hal Jacob and James Muldoon head a dynamic team of six, who have all come together to create new ideas for the menu. The former art conservators were thrilled to land the joint role managing Corrour Station House, which may be familiar to some as the setting for a scene in iconic Scots film Trainspotting.

The secluded location is only accessible by train, and the absence of traffic or worries about parking only adds to the uniquely relaxing atmosphere.

Keen walkers, the co-managers are relishing the opportunity to make the most of the stunning situation with its array of wildlife, and enjoy meeting daycationers, staycations and far flung travellers from all walks of life.

James Muldoon said: “We are seeing an increasing number of families, couples and groups of friends coming from Fort William, Glasgow and across Scotland for the day.

“Its a great place to enjoy a day in the hills followed by a hearty meal and maybe a couple of drinks before getting the train home.

“We love working here because of course it is a beautiful location, and it feels very isolated, yet we get to meet lots of different characters.

“There will also be people staying at nearby Loch Ossian Youth Hostel or even walkers who are camping in the hills who come down to the restaurant to treat themselves to a hot meal. Its like a warming little sanctuary in the wilderness.

“We are lucky as well to have a fantastic team here – they are all creative and full of ideas, so we all got stuck in to creating the menu.”

The mackerel dish in particular was inspired by Marine Conservation student Neil Baxter, who was keen to ensure only sustainable fish featured on the menu. The idea was welcomed by SYHA Hostelling Scotland, which has a strong ethos of respect for the environment and conservation.

The team chose delicious MSC certified mackerel as the ideal eco-alternative to classic cod, and then came up with the idea of adding oatmeal instead of batter for a healthier – and quintessentially Scottish – twist.

There are also special Corrour versions of hearty Scottish favourites, including Corrour Venison and Oban Ale pie, Cullen Skink and the ubiquitous Haggis Neeps ‘n Tatties.

The very reasonable prices - main meals start from only £8.50 – also add to the appeal.

The restaurant is open for breakfast from 8.30am-10am, lunch 11.30am – 2.30pm and dinner 5-8pm.

To book a table or accommodation call 01397 732 236 or email corrour@syha.org.uk

European Tourism in 2011 - Trends & Prospects (Q2/2011)

The European Travel Commission (ETC) has just published its second quarterly report on European Tourism in 2011 - Trends & Prospects.

The following gives a brief overview of the report for the second quarter of 2011.

- Travel to Europe continued to exhibit strong growth through May as indicated by industry and arrivals data. Nearly all destinations report growth in arrivals for the first three to five months of the year.
- However, the heady growth numbers are due in part to a rebound effect resulting from comparison to data during the air space closures in April 2010. This effect will become less pronounced as the year carries forward.
- The most recent lodging and arrivals data are showing signs of moderating growth while data for European airlines shows a modest expansion in recent weeks. Available (and continually added) capacity should allow for competitive fares which could provide some added support to travel demand over the near term.
- Hotel occupancy slowed in Southern and Eastern Europe in May while the rest of Europe held relatively steady. Average Daily Rates continue to push up across Europe in response to demand and have displaced demand as the primary driver of hotel revenue growth.
- We expect the overall growth trend to slow in the remainder of 2011 as comparisons are made to stronger performance in 2010 and fight against the headwinds of an anaemic global economy.
- However, the softening of growth in Q2 likely reflected a number of temporary factors that are already fading. The recovery in the developed nations has now reached a stage where it is selfsustaining, particularly when set in the context of continued rapid growth in the Emerging Markets. Fears of a "lost decade" resembling Japan in the 1990s are thus overplayed.

The full report can be downloaded from ETCs corporate website under the following link: http://www.etc-corporate.org/market-intelligence/reports-and-studies.html

Good perspectives for exchange, discovery and mutual learning in 2011

More than 2,500 youth hostels in Europes network invite to explore local cultures and lifestyles, offer to meet travellers from all over the world and to discover stunning places for a better value for money; opportunities which are crucial for youth hostellers.

A Eurobarometer survey on the attitudes of Europeans towards tourism confirms the recovery in 2010 already registered and thus good perspectives for youth hostels in Europe. Especially as travelling for leisure purposes for young people becomes more and more popular. The number of nights spent at hotels and similar establishments increased by 2.8% in 2010, following two years of negative growth. This is also in line with the long-term projections of international experts who estimate that tourism will continue its promising development.

By 2020, the EU is set to attract more than 715 million international arrivals annually (up from the current 400 million arrivals), according to the UN's World Tourism Organisation. Cultural heritage, options for entertainment and the locations overall attractiveness were keys for the choice of the destination.

Venturing "off the beaten track" to emerging or less popular locations attracts more and more guests. The European youth hostel network offers the opportunity to explore these hidden treasures due to its diversity. All together, youth hostels play an important part for the development of remote regions, promoting responsible and sustainable youth mobility. However, while the general outlook is positive, the European tourism industry is also confronted with a number of challenges such as increasing global competition, the environmental impact of the sector and seizing new market opportunities. In this respect, last year the European Commission presented an ambitious strategy to address these issues.

EUFED as partner of the European Commission will continue to call for strengthening further the basis of sustainable, responsible high-quality youth mobility in Europe.

Financial framework for youth and education 2014-2020

Two sides of the same coin: For EUFED, the financial framework for youth and education 2014-2020, presented by the European Commission needs to be carefully assessed

On 29 June 2011, the European Commission presented its post 2013 budget to promote youth mobility in Europe and recognise the high value of non-formal education and training activities(e.g. organised by youth hostels across Europe).

Good news, the European Commission's Multiannual Financial Framework foresees an increased budget by 6 billion € to 15.2 billion € for the 2014–2020 period. EUFED welcomes the proposal focusing on investments in the mobility of young people and values that volunteering as well as non-formal and informal learning have been given special attention. For the first time, sport as an important field of action will also be included in the proposed programme called “Education Europe”.

“Youth Hostels richness in creative excellence is recognised by the financial framework of the EU Commission” Constanze Adolf, EUFED Operating Director commented. “However, I doubt that youth hostels as important bridges for supporting social inclusion, sustainable and responsible youth mobility and European citizenship are appropriately represented in the proposed budget line for education, training youth and sport”.

The new programme will focus on:
- Providing targeted transnational learning opportunities;
- Matching skills and labour market demand in order to boost the employability, entrepreneurial spirit and participation of young people; - Volunteering as well as non-formal and informal learning; and
- Supporting widespread reforms and the modernisation of education and training systems throughout Europe and beyond.

EUFED is disappointed to see that the new programme mainly focuses on the employability of young people. Together with the European Parliament and the European Youth Forum, EUFED called for an independent Youth in Action Programme to be continued after 2013 and for € 10 spend per young person. “In the presented EU proposal, it is not clear how the money for the new programme will be spend” stated Constanze Adolf. “Our young generation will form the decision makers from tomorrow. The Youth in Action programme is crucial to develop those transnational learning experiences for young people. Enjoying a wide range of mobility experiences is hugely beneficial for young peoples well-being and achievement. EUFED would like to underline the opportunities for European citizenship, intercultural dialogue, social inclusion and participation through the promotion of non-formal education opportunities provides by the Youth in Action programme.” From 2007-2013, it will provide around 1,000,000 young Europeans with valuable non-formal education experience and mobility possibilities, as well as answers their needs.

Press release of the EU Commission: http://europa.eu/rapid/pressReleasesAction.do?reference=IP/11/799&format=HTML&aged=0&language=EN&guiLanguage=en

A Budget for Europe 2020: http://ec.europa.eu/budget/library/biblio/documents/fin_fwk1420/MFF_COM-2011-500_Part_II_en.pdf

According to a Eurobarometer survey on the attitudes of Europeans towards tourism , which interviewed over 30 000 randomly selected Europeans aged 15 and over, almost three-quarters (73%) of EU citizens said they had travelled, either for business or private purposes, at least once in 2010. Some 68% stated that they travelled for private reasons, up a full 3% on 2009. This confirms the recovery in 2010 already registered by Eurostat. For example, the number of nights spent at hotels and similar establishments increased by 2.8% in 2010, following two years of negative growth. More

3rd EU Day of Solidarity between Generations paves the way for the European Year 2012 for Active Ageing and Solidarity between Generations

On Friday 29th April 2011, 450 delegates - national and local public authorities, businesses, civil society organisations, academics - from across the EU gathered in Brussels to attend the EU Conference "Towards the European Year for Active Ageing and Solidarity between Generations (EY2012)" which marked the 3rd European Day of Solidarity between Generations.

On this occasion, the EY2012 coalition of stakeholders, comprised of citizens groups, social actors and business representatives active at EU level presented its objectives and recommendations on how to achieve a society for all ages where women and men are empowered to remain active in the labour market and able to contribute to their communities enjoying a dignified old age.

Since 2008, the coalition has been responding to the current demographic challenge by raising awareness of the relevance of enhancing cooperation and solidarity between generations. The coalition also actively campaigned to include the intergenerational dimension in the scope of the European Year 2012.

To support the call and ensure a lasting impact for the EY2012, the coalition is launching a joint leaflet (in English, French and Spanish) on the EU Year 2012, which was presented at the EU conference on 29th April. The objective of this publication is to inform the public about the EY2012 and to mobilize as many stakeholders as possible to support the Years objectives of active ageing at work, active ageing in the community and support to independent living. The leaflet also proposes recommendations and examples of good practices at all levels, and it explains how everyone can get involved in the Year and promote it.

The EY2012 Coalition is convinced that ageing demography is a challenge which requires the involvement of all stakeholders in order to develop solutions that suit all age groups. Everyone has a role to play and should contribute in order to allow a holistic approach to ageing and create a society in which all generations are equally included and empowered to participate according to their capacities.

More information

First Eco Hostel in Slovenia

The Eco hostel Krizevci recently joined the Slovenian network and opened its doors in April 2011. The youth hostel is located in the heart of the regions Pomurje and Prlekija, on a natural crossing between the hills of Jeruzalem (in Slovenia) and the spas of Pomurje, only 4 km off the main highway connecting Ljubljana with Budapest.

The Eco Hostel is situated in a townhouse from the end of the 19th century, protected as part of the local heritage, which was recently renovated.

Efficient energy usage for cooling and heating:

It is a unique case in Slovenia of refurbishment of a protected building of more than 120 years in accordance with the most modern features of passive houses.

In winter, the house is heated through floor heating system which uses the heat from underground water as the source of warmth. Due to these solutions the heating is extremely efficient in terms of low impact on the environment. Alternatively, in summer, the entire building is cooled through the central ventilation system which uses the cold underground water. Passive cooling is sustainable and has no negative effects on the environment.

Another highlight of the Eco Hostel is the restaurant, set in the old cellar of the house and equipped with the most modern system of ventilation.

The youth hostel provides 52 four-bedded rooms and 3 equipped apartments (65 - 105 m2) for 4 to 8 people which include private kitchens. The food offered is locally produced as part of the eco experience. WiFi connection is also available along with a large parking space and a terrace which can welcome 60 guests. More information

Students represent the majority of HI Slovenias members and it is because of this that HI Slovenia decided to stand by its student members and help fight the proposed "Mini Jobs Act" law regarding labour, including student jobs.
<p style="margin-bottom:0cm;margin-bottom:.0001pt;line-height:

The results were amazing, with more than 80% of the Slovene voters voting against the “Mini Jobs Act” law, that has already been passed in parliament.

This matter may not be resolved yet, but HI Slovenia is proud to have been a part of such a significant battle for young people and youth mobility.

EUFED attends a conference to launch the process of Quality Assurance in non-formal education

In believing that quality and education always go together and that youth organisations are key providers of quality education, the European Youth Forum organised an Experts' Conference to exchange good practises.

By gathering different stakeholders, the Conference aimed at seeing how diverse providers can work together to develop standards in quality assurance mechanisms for Lifelong Learning.

EUFED underlined that non-formal education is fundamentally linked to other issues such as social inclusion, equality or sustainable development. Furthermore, it is crucial that policy-makers recognise the quality and potential of non-formal education programmes, e.g. programmes run by youth hostels and provide them with sufficient support.

The conference concluded with the launch of the Non-Formal Education Network website (www.nfenetwork.eu). Besides being a tool to facilitate capacity building of youth organisations, the website will also be the place where all stakeholders can find all the information on non-formal education offer provided by youth organisations and on how they guarantee quality to young people.
